I'm an Undergraduate student and want to take a Graduate level course. The instructor gave me Department Consent but I still can't register. What's going on?

The permission you need is called "Career Restriction" permission.  This type permission is for Undergraduate students to be allowed in a Graduate level course.  Contact the instructor again and ask for this type of permission.
