The recipient is given three chances to input the verification code. Document senders will provide the phone number to the recipient. The number provided must be able to receive SMS text messages

3. Knowledge-based Authentication
   1. Recipients must answer detailed questions about themselves based on publicly available records. Users identities ares validated in real-time. This type of authentication confirms identities without requiring and organization to have a prior relationship with the user.
