Why can't I see my Blackboard course list in my browser?

Some users may not see their courses listed on the Courses page in the Ultra dashboard:
Regardless of the browser being used, Blackboard requires the use of session cookies and javascript enabled in the user's browser to provide the right experience for teaching and learning.
Additional acceptance of persistent cookies or third-party cookies may be required for some features, supporting tools, and web conferencing in Blackboard to function correctly.
